SAFE SCHOOL, HEALTHY STUDENTS

Kershaw County School District, South Carolina

Tidwell and Associates, Inc. conducted a formative and summative evaluation of this Safe Schools Healthy Students grant funded in 2009.  The formative evaluation focuses on the processes and services to be implemented as part of the grant, which includes curricula implementation, after school and summer school programs, truancy and parenting support programs, mental health and substance abuse programs, and early childhood programs.  Targeted outcomes include reductions in fighting, reductions in alcohol and marijuana use, reductions in students feeling unsafe to and from school, increases in mental health services and improved readiness for high risk pre-school students.  The evaluation design is descriptive and pre-experimental.  Data collection includes surveys of students concerning risk behaviors, pre and post assessments of students who take prescribed curricula, program participation logs, and collection of indicators from school district and partner agency databases.

 

Saluda County School District, South Carolina

Tidwell and Associates, Inc. conducted a formative and summative evaluation of this Safe Schools, Healthy Students grant funded in 2009.   The project is revising school crisis response plans, implementing violence and substance abuse prevention curricula, hiring and truancy/prevention specialist, parent support specialist,  two early childhood parent educators, a substance abuse intervention specialist, and three mental health counselors.  The evaluation design is descriptive and pre-experimental.  Data collection includes surveys of students concerning risk behaviors, pre and post assessments of students taking curricula, program participation logs, and collection of indicator data from school district and partner agency databases.

 

Madison County School District, Florida

Tidwell and Associates, Inc. conducted a formative and summative evaluation of this Safe Schools, Healthy Students grant funded in 2009.  The project is implementing a range of programs designed to improve school safety, reduce violence and substance abuse, and increase services through after school and mentoring programs, mental health services, and early childhood programs.  The evaluation design is descriptive and pre-experimental.  Data collection includes surveys of students concerning risk behaviors, pre and post assessments of students taking curricula, program participation logs, and collection of indicator data from school district and partner agency databases.

 

Safe Schools, Healthy Students

Mr. Tidwell and consultants conducted the evaluation for a comprehensive grant to provide Pre-K through 12th grade activities, curricula, programs, and services that focus on creating safe school environments promoting healthy childhood development, and preventing youth violence and alcohol, tobacco, and other drug (ATOC) use.

Mr. Tidwell and consultants conducted the evaluation for a comprehensive Safe Schools, Healthy Students program in Lafayette County, FL.  It includes: improved crisis response plans, student assistance teams, mental health and substance abuse counseling, and a teen pregnancy prevention program.

Mr. Tidwell provided oversight and general direction for a  comprehensive outcome evaluation for this program. He designed this project for the five experimental schools and four control schools which replicated a successful violence prevention program from Richmond, Virginia into five rural central Florida school districts. 

 

EDUCATION PROGRAMS 

 

Education Oversight Committee

 

The South Carolina Education Oversight Committee (EOC) contracted with Tidwell and Associates to conduct an efficiency study of Clarendon 1, Barnwell 19, Lexington 4, and Dorchester 2 School Districts. The goal was to identify opportunities to improve operational efficiencies and reduce non-instructional costs. Mr. Tidwell developed the program design and conducted the evaluation for the 21st Century Community Learning Center program to provide a comprehensive after-schoool program targeting 6th graders at three high-risk middle schools in Columbia, SC.

Mr. Tidwell developed the overall program design for integrated family/school/community prevention, intervention, and support services for sixth graders and their families.  Mr. Tidwell provided oversight and general direction for a process and outcome evaluation of the project.

Lexington/Richland Alcohol and Drug Abuse Council, South Carolina

This project was designed to provide an after-school/case management program targeting third graders in a high-risk area in Columbia, SC. Mr. Tidwell developed the overall program design and the firm conducted the outcome evaluation.

This project provided an after-school/case management program for four schools in Columbia, SC. Mr. Tidwell's firm conducted the process and outcome evaluation.

South Carolina Department of Alcohol and Other Drug Abuse Services (DAODAS) and The Alpha Center

Tidwell and Associates, Inc. conducted the process and outcome evaluation for The Alpha Center's ACES program to provide brief strategic family therapy to 300, 12-17 year-olds and their families in Chesterfield and Lee Counties.  Mr. Tidwell and consultants wrote the grant proposal that resulted in a $1.48 million grant.

Pathways

Tri-County Commission on Alcohol and Drug Abuse (TCCADA), South Carolina

Mr. Tidwell's firm conducted the process and outcome evaluation for Pathways, a program for 11-15 year olds at risk for substance abuse and their families. The early intervention services utilizes two evidence-based intervention programs, Project Alert, and the Parent Project. Five schools servicing 6-8th graders are receiving services. Mr. Tidwell and consultants wrote the grant proposal that was awarded $1.15 million for implementation by The Commission in Orangeburg, SC.

Breaking Barriers, Building Dreams

Tidwell and Associates, Inc. conducted the evaluation for this planning initiative designed to increase both the capacity and quality of substance abuse treatment services for adolescents and their families in SC. Mr. Tidwell and consultants wrote the grant proposal that was awarded a $1,197,991 million grant.

S.C. Department of Alcohol and Other Drug Abuse Services (DAODAS)

Mr. Tidwell and consultants developed this proposal to improve the efficiency of service delivery and to enhance client access and retention in DAODAS. The firm provided consultation to the project.

 

Stepping Up

York County Alcohol and Other Drug Abuse Council, SC

Mr. Tidwell and consultants wrote the grant proposal that resulted in a $1,198,912 million grant to administer an outreach initiative for rural areas and the American Indians to provide 12-17 year-olds and their families a comprehensive evidence-based treatment plan tailored specifically to meet the needs of this age group.  Tidwell and Associates, Inc. conducted the evaluation.

 

Holden Heights Empowerment Project, FL (CSAP)

This prevention program in Orlando provides HIV/AIDS and substance abuse prevention education to urban youth, ages 12 to 17. The firm is conducted the evaluation.

Enforcing Under Age Drinking Laws Project (EUDL)
S.C. Department of Alcohol and Other Drug Abuse Services  

The firm conducted the evaluation of a federally funded underage drinking enforcement grant.

 

State Youth Treatment - Implementation (SYT-I)

A continuation of the efforts in the State Adolescent Treatment Enhancement and Dissemination (SAT-ED) Project described previously, this project expands the reach of direct service activities to a total of eight counties and continues to focus on infrastructure change in the areas of workforce development and public funding for adolescent behavioral health treatment. The evaluation design incorporates quantitative and qualitative data collection on process and outcome indicators.  Baseline and GPRA information has been collected and progress reported for each indicator, both for infrastructure changes statewide and for the impact of treatment outcomes on adolescents.   Data is collected and maintained in extensive databases which are checked regularly for accuracy.   

 

Screening, Brief Intervention and Referral to Treatment (SBIRT)

Contracted evaluator for the 5 year state SBIRT grant that is funded through SAMHSA.  Primary tasks include planning and implementing data collection protocols, analyzing data and writing reports.  Conduct evaluation training and technical assistance for the local sites, when necessary, and work to build capacity at state level to utilize data for decision making.  Liaison with the Project Director and key project staff including the Agency Director at the Dept of Alcohol and Other Drug Abuse Services.  Write and disseminate reports to various subcommittees and key stakeholder groups in South Carolina.

 

Adolescent Treatment Enhancement Grant (SAT-ED)

State Adolescent Treatment Enhancement & Dissemination Grant: The project known as Collaboration for Success provides A-CRA/ACC services to 440 12-17 year old youth in four counties resulting in increased access to care, reduced frequency and ultimately abstinence from substance abuse, improved school behavior, and reduced juvenile referrals

Mental Illness Recovery Center, Inc. (MIRCI), South Carolina

Mr. Tidwell and consultants developed the program design for this project in Columbia, S.C., targeting homeless individuals with a mental illness or co-occurring disorder. The project provided a drop-in center and an assertive community treatment (ACT) team to provide intensive case management and support services.  Tidwell and Associates, Inc.  conducted the evaluation.

 

Partners In Compassion (PIC)
United Way of the Midlands, SC

Mr. Tidwell and consultants developed the program design and conducted the evaluation for the three year compassion capital fund program that addressed homelessness and at-risk youth in Richland, Lexington, Fairfield, Newberry, Calhoun, and Orangeburg counties.

Mr. Tidwell and consultants conducted the process and outcome evaluation for this jail diversion program in Richland County, S.C., targeting adults with a mental illness, many of whom have a co-occurring disorder.

Mr. Tidwell provided oversight for an evaluation of this project which was designed to enhance the capacity of consumer organizations to serve mental health clients in rural areas.

System Change: A Vision for a Model Mental Health System
South Carolina Department of Mental Health  

Mr. Tidwell provided consultation and evaluation services for this comprehensive program to serve the chronically mentally ill in Charleston, South Carolina. The program provided a wide range of services including assertive case management, psychosocial clubhouse, rural outreach and consumer advocacy initiatives.

 

Project OASIS

S.C. Department of Mental Health

Tidwell and Associates, Inc. evaluated this state level project designed to promote infrastructure and systems-level changes for those working with adolescent services with co-occurring disorders.  The project included statewide implementation of a screening tool, development of core competencies required and follow-up on a common assessment tool across agency lines.  The initiative was designed to increase both the capacity and quality of substance abuse and mental treatment services for adolescents and their families in S.C.  Services provided included evaluation consultation, data collection and analyses, report writing, and supervision.  

 

 

 

CRIMINAL JUVENILE / JUSTICE AND CORRECTIONS

South Carolina Department of Alcohol and Other Drug Abuse Services

Mr. Tidwell developed the proposal to implement a substance abuse therapeutic community in an adult correctional institution in Columbia, SC. He then provided oversight and general direction for a three-year evaluation of the project.

Stayin' Straight
South Carolina Department of Probation, Parole and Pardons

Mr. Tidwell developed the program design for a day center and case management program targeting probationers and parolees with diagnosed substance abuse problems. He then provided oversight and direction for a three-year evaluation which provided a one-year follow-up on offenders released from the program.

Crime Reduction Project
S.C. Department of Public Safety

The firm conducted a follow-up assessment on the impact of a violent crime reduction project in Orangeburg County, S.C.

A Feasibility Study for Constructing an Alternative Detention Facility for DUI and Non-Violent Offenders
The Charleston County Council

Working in conjunction with Carter Goble Associates, Inc., Mr. Tidwell analyzed the feasibility of establishing an alternative minimum-security facility for non-violent offenders to reduce overcrowing in the county jail.

Pre-Trial

S.C. Department of Public Safety 

The team from Tidwell and Associates conducted a statewide survey of local jails and reported these findings: 1) Eleven facilities of 31 reporting had an average daily population that exceeded their total rated capacity.  Seven of the 11 that indicated an overcrowding situation also reported that they were in violation of state minimum standards; 2) Daily costs per inmate varied from $7 to $184 and the overall cost per inmate stay varied from a low of $30 to a high of $6,864.3) 25 of the 31 facilities reported that they used a validated risk assessment tool; however only 11 said that they used such a tool in the admission process.  Most of the facilities used such a tool for classification purposes, followed by determining assignment to work details.  Only eight used the tool for decisions concerning detention/community placement; 4) 11 facilities reported the use of home detention or electronic monitoring, with the majority of these deeming that both pretrial inmates and other specific groups of inmates are eligible for participation; 5) the majority of facilities reported having an automated information system, and many of those are maintained by external vendors.  Nineteen facilities reported using that automated system for analyzing inmate data.

 

 VICTIM SERVICES

Tidwell & Associates, Inc. has been a co-principal investigator on several projects which impact victims of crime.

The Florida Attorney General Family Violence Rapid Response Legal Aid Partnership Program (1997)

Mr. Tidwell was the lead evaluator for this project, which was designed to provide services to current and future child victims of violence in five Florida counties.  The evaluation analyzed the services delivered in relation to projected outcomes.

The Dream, The Law, The Reality
The National Crime Victims Research and Treatment Center,
Medical University of South Carolina

Along with Dr. Dean Kilpatrick (MUSC) and others, Tidwell and Associates, Inc. conducted a five-year follow-up assessment of the Crime Victims Bill of Rights in South Carolina.  The project included surveys of policy makers, victim advocates, and crime victims.  The report included major recommendations for improving services to crime victims. 

Balancing the Scales: A Master Plan for Crime Victim Services in South Carolina

This project assessed the status of crime victim's services in South Carolina, analyzed caseloads, staffing and funding for victim services, projected funding needs for the future, and prepared a master plan for victim services in the future.  Mr. Tidwell served as senior consultant and co-principal investigator.

Child Victims and Witnesses: A Three State Profile (December 1990)

Mr. Tidwell was co-project director for the project funded by the State Justice Institute. An assessment was conducted of practices relating to the handling of child victims in criminal court in three states and a model protocol developed on how the court system should handle such cases in the future.
